The upper corners on the back keeps sticking to my shirt when I move, I believe the back should be either be a bit lower or a bit wider.

Over four decades of office-bound work, I can't count the number of chairs I bought and discarded. Until this one. Beautiful to look at; clean, modern, functional design. Great ergonomic support, especially for my always-irritable back. The chair made a difference from the first day.

what is the maximum recline angle for Sayl chair?

You can use the gear in the left side, it has three modes for reclining, the maximum degree is stranded like all chairs which is great.
